PAYROLL MANAGER
 
 The Payroll Manager performs and supervises all activities necessary for timely and accurate processing of three monthly payrolls, including maintaining related records, filing tax reports and voluntary deduction processing and reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documents, documenting and updating procedures, and preparing special reports for senior management. The Payroll Manager will manage one employee, Payroll Coordinator who processes the student monthly payroll and provides an interracial leadership role in the Human Resources Department.
 
 
Job Duties and Responsibilities:
 
 
  • Ensures data accuracy for payroll processing for exempt, nonexempt, faculty and student monthly payrolls.
  • Enter data for time and attendance and personnel transactions such as new hire, termination, benefits deductions, garnishments, direct deposits, etc.
  • Proofs and enters adjustments and changes to salaries and research discrepancies.
  • Balances all payroll transactions with distribution sheets; compare transactions to source documents.
  • Validates amounts paid for payroll, leave, retirement and additional deductions.
  • Processes all void, manual and additional checks through appropriate payroll.
  • Prepares and processes salary deductions (continually add and delete employees).
  • Responsible for retirement contributions and loan payments (calculate starts, stops, adds, changes). Prepare, process, audit and balance payments and balance to general ledger monthly. Respond to employees’ questions, follow-up and resolve problems.
  • Prepare, process and balance bills to appropriate companies: United Way, Linfield Friends etc. and balance to general ledger monthly.
  • Set-up and generate garnishment payments and child support payments.
  • Audit, research and process insurance billings and balance to general ledger monthly.
  • Process 125 Plan.
  • Calculates and prepares all manual check requests and initiate stop-payments on lost payroll checks
  • Maintains nonexempt and exempt staff paid time off (PTO) and vacation accruals, ensuring accuracy of accruals.
  • Ensures accuracy in electronic timekeeping system; train employees, supervisors, managers, and HR and Payroll staff on proper use of electronic timecard system.
  • Responds to employees’ questions regarding paid-time-off accruals, paycheck discrepancies, or other payroll related questions in a timely manner.
  • Works closely with Human Resources to resolve payroll or benefit related issues.
  • Complete faxed requests for employment verifications
  • Prepares and maintains standard and ad hoc reports and queries, and conduct appropriate audits to ensure data integrity; prepare accruals for year-end closing.
  • Processes required Federal and State reports, including U.S. Department of Labor quarterly reports.
  • Oversees the generating of monthly student earnings report for Financial Aid.
  • Prepares workers compensation reports, audits and process payments.
     
  • Generates year-end W2s and compare W-2 totals with quarterly payroll reports and balance.
  • Generates special reports as requested by the Associate Director and Senior Director of Human Resources and Administration.
  • Conducts on-going audit of budget account numbers against Personnel Action Form transactions.
  • Prepare. payroll schedules and work with the Director of Budgets and Financial Analysis regarding fund department charges for the budget
  • Supervises Payroll Coordinator, whose primary role is processing the student payroll.
     
     
    Planning:
     
    • Plans for specific functions within a department (responsible for the payroll function).
    • Plans for year-end close and issuance of employees’ W-2s.
    • Plans for salary increases and benefit premium changes.
    • Sets priorities to meet monthly deadlines of all billings and monthly reports.
     
    Minimum Qualifications:
     
    Bachelor’s degree in Accounting and five years’ payroll processing experience involving a large and complex payroll; or equivalent combination of experience and education demonstrating:
     
  • Primary responsibility for the payroll function.
  • Proficient computer skills including Excel, Outlook, and electronic payroll systems.
  • Thorough understanding of accounting principles and procedures including reconciliation, general ledger, and audit.
  • Advanced knowledge and understanding of wage and hour laws and other relevant state and federal employment laws.
  • Exceptional ability to multi-task while maintaining accuracy.
  • Strong interpersonal, communication and customer service skills.
  • A high degree of confidentiality regarding salary information and related issues.
  • Ability to prioritize work, meet strict deadlines and forward thinking that enables the payroll function to stand on top of best practices.
  • Proven ability to mentor, train and coach a director report.
  • Ability to work well independently and as a member of a team.
     
    Preferred Qualifications:
     
    • CPP credential (strongly preferred).
    • ADP system experience using Payforce and TimeSaver (record keeping system from ADP).
    • Electronic timecard system experience.
    • Higher education experience helpful.
     
     
 
 
 
Compensation:
 
  • $61 - $63K annual salary
